restoration ,creation and conservation of the natural environment. This is important for present and future citizens of this region. It is a top priority for people who have basic desires for: public access to the shore; a clean and healthy marine environment; enjoyment of the natural environment; and for maintaining the quality of life. Of course, this must be achieved while assuring the populace of continued economic development. In order to achieve these basic needs, it is imperative that a comprehensive environmental program be established and maintained. The need and justification for establishing a Marine Environmental Research Complex (MAREX) and supporting Yura- Oishi Research Village on Awaji Island is quite clear. The location is ideally suited in a coastal area of Osaka Bay that is relatively less polluted, with the best chance of conserving the natural marine environment. It can perform a vital service for the Osaka Bay area and serve as a model and showcase to promote the importance of the environment in achieving the goal of sustainable development. The MAREX could be the focal point for later expansion to include related facilities such as a marine resort, marine park, aquarium, and marine sanctuary. This will enhance the stature of Awaji Island as a premier location for related quality enterprises.

 

It is recommended that investigative studies, workshops and strategic planning activities be accelerated to firm up the MAREX concept along with options to show desirable expansion potential. Many existing facilities should be referenced and compared so that the best features can be chosen and tailored to meet MAREX needs.

 

The MAREX concept is in general accord with environmental statements made by the Prime Minister, Japan's Environmental Agency, The Keindanren, and the people of the Kansai Region.
